Allocation: $395,000,000

To address the energy and water system vulnerabilities, the CEWRI Program provides single-family homeowners energy and water efficiency improvements to promote resilience by installing PV systems with battery backup for critical loads and water storage systems. The CEWRI Program intends to work with and complement existing CDBG-DR R3 Program for homeowners who received assistance for Repair, Reconstruction, or New Construction.

COMMUNITY ENERGY AND WATER RESILIENCE INSTALLATIONS PROGRAM

The Government of Puerto Rico along the Department of Housing are proud to present the Community Energy and Water Resilience Installations Program, financed with CDBG-DR funds and assigned by the United States Department of Housing and Urban Development (HUD).

The program provides a photovoltaic system with battery back-up for critical loads and a water storage system to a portion of the participating homeowners of the Repair, Reconstruction or Relocation Program (R3).

    Photovoltaic System with Battery Back-Up: The photovoltaic system will be capable of running critical loads, some household appliances (refrigerators, water pump, etc.), life support devices, and permit the occupants to shelter-in-place during electrical grid outages.

    Water Storage System: The resilience of the Island requires improvements that incorporates modern technology for life-sustaining purposes during off-grid events, while aligning with the recovery efforts that have already been carried out.

    To address the vulnerabilities in the Puerto Rico’s energy and water systems, CEWRI provides energy and water efficiency solutions through eligible projects that promote the resilience by installing PV systems with battery back-ups for critical loads and water storage systems to R3 Program Participants without any cost to them.

    WHO WILL BE BENEFIT FROM THIS PROGRAM?

    Only participants from the R3 Program

    Programas Participantes
    Homeowners who receive assistance under the R3 Program and who have received an award notice for repair, reconstrucciĂłn and relocation.
    • Eligible applicants will be contacted via phone or email by a Case Manager from the CEWRI Program, who will provide guidance through the intake process.
    • Participants will be required to provide additional supporting documentation for the intake process that will be necessary for the eligibility review of the Program, such as: income verification, duplication of benefits and others.
