- Brief Description: According to the approved current CDBG-DR Action Plan, the focus of the Home Repair, Reconstruction, or Relocation Program (R3) Program is to provide relief for those individuals and families whose households have unmet housing needs. Assistance under this Program will be provided under three primary categories: repair, reconstruction, or relocation. Under the approved current CDBG-MIT Action Plan, the Single Family Housing Mitigation Program (SFM) provides mitigation assistance to households exposed to immediate hazards based on property condition, geographic location, and risk classification. Eligible mitigation activities include, but are not limited to, home elevation, foundation reinforcement, voluntary relocation, and the installation of solar and water resilience systems. Additionally, the Homebuyer Assistance Mitigation Program (HBA-MIT) provides financial assistance to support the acquisition of homes located outside high-risk areas by low- and moderate-income (LMI) households and individuals identified as part of the Critical Recovery Workforce (CRW). Under this Subrecipient Agreement (SRA) the Subrecipient shall provide support to R3 and FM applicants – before, during, and after the Programs’ assistance – to help provide, to the extent possible, an easy and enjoyable experience with the Programs. Also, shall be responsible for offering HUD-approved homebuyer education at no cost to HBA-MIT eligible applicants.
