Brief Description: The purpose of the ER1 Program is to maximize the benefit of federal grant programs by positioning CDBG-DR as the ideal source for the required local match (or "state share") to other federal funding streams. In particular, the Program targets the state share required for FEMA's Public Assistance (PA) allocation for the Puerto Rico Electric Power Authority (PREPA) Island-wide FEMA Accelerated Awards Strategy (FAASt) Project Worksheet (PW).
