The Puerto Rico Department of Housing (“PRDOH”) is adopting a new regulation to establish rules and guidelines for the procurement of goods and services, which include supplies, equipment, construction, engineering, architectural, consulting, and other professional services for PRDOH’s CDBG-DR Programs.

Purpose of the new regulation:

These rules are proposed to ensure procurements are conducted in a manner that provides full and open competition or fair treatment of all persons or entities involved in PRDOH’s CDBG-DR Program procurement processes, which are funded totally or partially with federal funds.

Comment period:

During the period of thirty (30) days starting from the date of Notice, any interested person may submit comments on the proposed Regulation by sending such comments by:

  • Email to LegalCDBG@vivienda.pr.gov
  • Postal mail to PRDOH CDBG-DR Procurement Office, P.O. Box 363188, San Juan, P.R. 00936-3188 with attention to the CDBG-DR Program Procurement Office.
  • During the same term, and in the manner stated above, any individual may also request in writing an oral hearing regarding the proposed regulation. Said request shall include the arguments that, according to the petitioner, make an oral hearing necessary.
