AGRO-ENERGY STABILITY PROGRAM

The Agro-Energy Stability Program* provides to the Bonafide farmers the possibility of acquiring a renewable solar energy equipment, which consists of a Photovoltaic System (PVS) and a Battery Storage System (BSS). This represents a direct investment in a self-sustaining, regenerative installation that could persist and thrive through physical, economic, and social challenges after a hazard event.

Applicants will be responsible for initiating contact with the Renewable Energy Installation Companies (REICs) approved and registered in the program. Upon determination of the applicant’s eligibility by the Puerto Rico Department of Housing and the signing of the Grant Agreement between both parties, the applicant may contract with the selected REIC for the installation of the system.

    What is a REIC?

    A Renewable Energy Installation Company (REIC) is a company approved by the program to perform eligible system installations for qualified applicants.

    Only program- approved REICs can perform installation of systems with the Agro-Energy Stability Program.

    Applicants select a Program-Approved REIC of their preference for the implementation of their Grant Agreement. The program will not persuade applicants to chose one REIC over another.

    The entity responsible to offer warranties and manage any type of claims with the participants is the selected installation company (REIC), not PRDOH.

    Documents required for REICs to submit and complete enrollment process to be considered as an authorized entity for the program:

    • Evidence of Registration with the Department of Consumer Affairs (DACO)
    • Evidence of Enrollment in the Federal Government’s System of Award Management (SAM)
    • Certificate of Good Standing from the Puerto Rico Department of State
    • Debt Certificate from the Puerto Rico Department of Treasury. If on a payment plan, must include proof of agreement.
    • Certificate of Income Tax Returns from Puerto Rico Department of Treasury
    • Account Statement or Negative Certification if the company does not own any movable or real property from the Municipal Revenue Collection Center (CRIM)
    • Evidence of One (1) Employee being a Certified Installer under Regulation No. 7796 of the Department of Economic Development and Commerce, as amended​
    • Evidence of Public Liability Insurance to cover damages in an amount no less than $1,000,000 by occurrence and $1,000,000 by aggregate for the installations to be performed for eligible Agro-Energy Program applicants
    • RRP Certification** issued by the Environmental Protection Agency (EPA)
    • Renewable Energy Installation Company Registration Submission Form
    • Affidavit of Compliance with Program Terms and Conditions
    • Enrollment Submittal Form to register as a new vendor of the Puerto Rico Department of Housing

      The application process to become a participating company can take up to two weeks. Once the documents are submitted, you will receive an email confirming that your application was received and indicating the next steps to follow.

      Payment methods:

      The REIC will have the flexibility to submit its payment requests using two specific methods, depending on the progress of the work completed.

      Covers the total costs of Pre-installation Work, Civil Work, and Installation Work

      One request for each completed phase:

      • Pre-installation Work
      • Civil Work
      • Installation Work
      *For Partial Payment Requests, a new Payment Request cannot be submitted until the previous one has been reviewed and approved by the Program.
