
CDBG-DR funds are authorized under Title I of the Housing and Community Development Act of 1974, as amended. Specific funding for disasters impacting Puerto Rico are provided by Public Laws that are the appropriation acts. Requirements of CDBG-DR funds can be found in the Code of Federal Regulations and any waivers and alternative requirements applicable, will be issued by HUD through Federal Register Notices. HUD frequently updates its CDBG-DR Laws, Regulations, and Federal Register Notices page.

Memorandum of understanding between HUD and FEMA regarding the use of HUD CBG-DR funds as Non-Federal Cost Match for FEMA’s Public Assistance Program and Hazard Mitigation Grant Program in response to Hurricanes Irma and María in Puerto Rico. This MOU establishes a framework and baseline principles upon which HUD CDBG-DR funds may be used by Puerto Rico to serve as non-Federal cost share (“local match”).
