The Vacant Property Recovery (VPR) Program aims to support municipalities, through planning and capacity-building activities, to facilitate their role in code enforcement to address the problem of vacant and abandoned properties.
This program complements the Vacant Properties Assessment Initiative (VPA), which focuses on identifying vacant and abandoned properties, by establishing strategies to revitalize communities affected by these properties. Additionally, training and technical support will be provided to municipalities to help them manage the challenges associated with vacant and abandoned properties. Specifically, the VPR Program, will offer information, tools, and other resources on vacant property processes, potentially leading to housing opportunities, such as the creation of affordable housing for low-income communities.
GENERAL INFORMATION ABOUT THE PROGRAM
The VPR Program has three (3) main steps:
- Initial Setup: Engage municipalities, formalize contracts, and launch the Program.
- Skill Development & Planning Resources: Assess municipal needs, provide training to municipalities, and develop standardized strategies and toolkits.
- Implementation Strategies Assessment: Monitor progress, support municipalities in applying strategies, and document best practices.

SELECTION PROCESSES

PRDOH will issue a Request for Proposals (RFP) to procure one or more qualified planning Service Providers with expertise in addressing vacant and abandoned structures processes in Puerto Rico. These Service Providers will support municipalities throughout the planning, capacity-building, and implementation phases of the VPR Program.

Municipalities can voluntarily opt to participate in the VPR Program, which will be promoted across all 78 municipalities in Puerto Rico. PRDOH will prioritize areas where the program can have the most significant impact, considering budget constraints and municipal readiness.
