Description:
The Government of Puerto Rico, through the Puerto Rico Department of Housing, is proud to present the Whole Community Resilience Planning (WCRP) Program, financed by the United States Department of Housing and Urban Development (HUD).
Community resilience is the ability of a community to withstand, recover, adapt, and grow by learning from past experiences in order to strengthen future response and recovery efforts. The WCRP Program wants all residents, -especially those in the most vulnerable and impacted communities- to experience the benefits of planning trough an inclusive participatory process. The funding will support local planning efforts to develop Community Resilience Plans (CRPs) to create recovery solutions by enhancing individual and collective preparation for future events and ensuring greater resilience at community and island level.
The non-profit organization Foundation for Puerto Rico (FPR) collaborates with PRDOH to engage communities in the Program, build resilience tools, and provide technical assistance.

Pre-Planning
Activities
- Communities express their interest of participating in the Program.
- Communities and Subrecipients enter into Community Agreement and build Community Profiles for PRDOH consideration.
- PRDOH Issues Notice to Proceed with Planning Activities.

Community Resilience Plans Development
- Communities and Subrecipients begin planning activities and Community Resilience Plans (CRP) development.
- PRDOH evaluates progress of the CRP and consider if additional studies are needed.
- Program support, educational materials, and Resilience Tools will be available during the process for the benefit of Communities and Subrecipients.
What are the Planning Milestones?
The WCRP Program contains a participatory planning methodology developed by the Puerto Rico Department of Housing (PRDOH) that seeks to facilitate a robust analysis, led by communities, resulting in the description of needs and actions to strengthen their resilience. This methodology contains steps, procedures, worksheets, guidelines, and concepts that can be used during the planning process.
The Program has eight Milestones (M) that establish goals to be reached during the planning and plan (CRP) development process. Each of these Milestones include a set of tasks linked to processes, investigation, analysis, community participation, and deliverables.

The goal is for the subrecipients to ensure and facilitate a collaborative process with the community, where residents can vision, devise, and outline a path to the future while addressing their needs and strengthening their resilience.
