css=&#8221;.vc_custom_1599596224353{padding-left: 15px !important;}&#8221;]<\/p>\n<ul>\n<li>Community Energy and Water Resilience Installations Program<\/li>\n<li>Small Business Financing Program<\/li>\n<li>Small Business Incubators and Accelerators Program<\/li>\n<li>Workforce Training Program<\/li>\n<li>Tourism and Business Marketing Program<\/li>\n<li>Economic Development Investment Portfolio for Growth Program<\/li>\n<\/ul>\n<p>[\/vc_column_text][vc_column_text el_class=&#8221;plan-intro&#8221;]<\/p>\n<p style=\"text-align: justify;\">This Substantial Amendment also eliminates the Construction and Commercial Revolving Loan Program (CCRL), Multifamily Reconstruction, Repair, and Resilience Program (Multifamily R3), and Puerto Rico by Design Program; eliminates the Critical Infrastructure Resilience Program, but consolidates activities for this program as encompassed in the Non-Federal Match Program; and consolidates the Community Resilience Centers Program under the City Revitalization Program.<\/p>\n<p style=\"text-align: justify;\">Additional changes include updates to the budget table to reflect the reallocation of funds from the programs being eliminated;
