This requirement applies to any CDBG-DR program applicant who is developing or rehabilitating units for either rent or sale:<\/p>\n<ul>\n<li>Multi-family developments and manufactured home lots of five (5) or more lots, units, or spaces; or<\/li>\n<li>Single-family developments\/subdivisions where the applicant intends to sell five (5) or more units, or when an applicant\u2019s participation in the Program causes or would cause them to exceed the development of five (5) or more dwelling units during the year preceding the application.<\/li>\n<\/ul>\n<p>HUD Handbook 8025.1 provides extensive information on the creation and implementation of AFHM Plans: <a href=\"https:\/\/www.hud.gov\/program_offices\/administration\/hudclips\/handbooks\/fheo\/80251\" target=\"_blank\" rel=\"noopener noreferrer\">https:\/\/www.hud.gov\/program_offices\/administration\/hudclips\/handbooks\/fheo\/80251<\/a>[\/vc_column_text][\/vc_column][\/vc_row][vc_row full_width=&#8221;stretch_row&#8221;
