Fondos CDBG-DR

Allocation: $55,000,000

This Program assists communities in the development of Community Resilience Plans (CRP) that include integrated solutions in the aspects of preparedness, response, and recovery. It also provides tools and technical capacity building in the implementation of planning processes that are focused on each participating community’s vulnerabilities and needs.

Background

In September 2017, Puerto Rico’s communities were severely affected by hurricanes Irma and Maria. The most impacted communities went through a prolonged period of difficulties due to factors such as their location, lack of medical services, and economic inequality. The lack of an adequate recovery plan provoked an unprecedented effect on these residents’ lives. Result-oriented community planning is key for the Island’s most disadvantaged communities.

Objective

In June 2021, the Puerto Rico Department of Housing (PRDOH) launched the Whole Community Resilience Program (WCRP). Its purpose is to develop Community Resilience Plans (CRP) that present integrated solutions to participating communities. The CRPs will help strengthen their preparedness, response, recovery, and resilience capacities. WCRP provides tools and technical assistance in the implementation of planning processes that are focused on each community’s vulnerabilities and needs.

Supporting Entities

Subrecipient:
The nonprofit organization Foundation for Puerto Rico (FPR) supports WCRP through the development of educational, planning and data visualization tools. It also provides technical assistance and capacity building to facilitating entities and communities.

Facilitating entities
These work hand in hand with the communities in the CRP development and they also evidence the communities’ participation throughout the process. In June 2021, PRDOH published a Notice of Funds Availability (NOFA) so that eligible entities (municipalities and NGOs) could apply for the Program. Out of sixty two (62) entities that applied, twenty (20) were recommended by an Evaluating Committee to participate in the Program.
