This Program allocates funding to municipalities to carry out planning activities that address conditions created or exacerbated by Hurricanes Irma and/or María. Planning activities will conclude in Municipal Recovery Plans serving as guidance to developing more resilient communities within the seventy-eight (78) Municipalities of Puerto Rico.
MUNICIPAL RECOVERY PLANNING PROGRAM
The Municipal Recovery Planning (MRP) under the Puerto Rico Department of Housing (PRDOH) was created to respond to current and future municipal needs in areas affected by Hurricanes Irma and/or Maria. The Program provides funds to municipalities to undertake planning activities to address conditions created or exacerbated by Hurricanes Irma and Maria. The planning process will culminate with the preparation of Recovery Plans that will serve as a guide to develop more resilient communities in Puerto Rico’s municipalities, which will have technical assistance provided by the Department of Housing.
INDIVIDUAL SPECIALIZED PLANNING ANALYSIS
The Specialized and Individual Planning Analysis is intended to address essential or desirable planning needs and activities, at the municipal level, identified during Individual Municipal Planning that require additional efforts, professional/specialized services and/or highly technical planning analysis or activities for the development of future recovery and/or mitigation strategies.
REGIONAL MUNICIPAL PLANNING
The Regional Municipal Recovery Planning provides the opportunity for municipalities, participating consortia and other municipal entities incorporated under the Puerto Rico Municipal Code to submit a proposal for a planning study that addresses regional challenges in Puerto Rico. Municipalities interested in Regional Planning Activities must be participants in the MRP Program. If the area of activity is linked to an immediate unmet need, these groups or consortia may receive a direct allocation for planning purposes. For requirements, access the Program Guidelines.
GUIDELINES
Municipal Recovery Plans Presentation
The MRP planning process will conclude with a public document that establishes a community profile, community findings, outreach and dissemination activities and methodology, disaster mitigation and resilience needs, and best practices. The Municipal Recovery Plan will detail implementation models for short, medium and long-term projects, endorsed by the community and seeking to prioritize addressing their needs in conjunction with other existing planning initiatives.
PLANNING SERVICE PROVIDER OPTIONS
The MRP Program offers participating municipalities the opportunity to choose from three (3) available options to carry out planning activities.
Puerto Rico Department of Housing assigns the municipality a planning service provider to perform planning activities. The vendors provide specialized services and support the municipal employees administering the MRP Program.
Municipality conducts a Request for Proposals (RFP) process to directly contract with a planning services provider. The municipality must conduct the procurement processes in accordance with federal regulations set forth in 2C.F.R. S200.318 through S200.327.
Municipality hires and/or assigns additional personnel to carry out all MRP Program planning and delivery compliance activities.
